The NUI indicator (New Business Initiative in regions) by federal state 2017 shows the number of business registrations per 10,000 residents of working age who are eligible for work in each federal state. Berlin leads the way, followed by Hamburg, Hessen, Schleswig-Holstein, Bavaria, North Rhine-Westphalia and Rhineland-Palatinate. All these states lie above the national average. States below the national average include Baden-Württemberg, Lower Saxony, Bremen, Saxony, Saarland, Mecklenburg-Western Pomerania, Thuringia and, at the bottom, Saxony-Anhalt. The graphic shows the average value for the districts and those cities not governed by districts for the respective state. Data provided by IfM Bonn 2018.
